To combat a rise in global money laundering and terrorism financing, banks require every business owner creating a prepaid rewards program to verify their identity. This enhanced mandatory policy, backed by counter-terrorism financing laws in North America and Europe, requires Know Your Business (“KYB”) and Universal Beneficial Ownership (“UBO”) documentation to be completed by the prepaid reward program sponsor (you), before any bank will issue prepaid cards. In essence, this process verifies that as a prepaid reward program sponsor, you are a legal entity, permitted to issue prepaid rewards in the currencies selected for the membership group of your program.
Banks will not issue prepaid cards without KYB & UBO identity verification.
We have created simple step-by-step tools to help you through this process. Here’s the mandatory information you will need to supply:
- Your business information (name, address, contact information)
- Company Registration # or Tax ID (e.g. TIN, VAT, EIN)
- Stock Ticker (if your company is publicly traded)
- Names and titles of all business executives: All officers/Signers of Corporation, CEO, CFO, COO, VP, MD and/or equivalent.
- Company Ownership Details – name, address and birth date for any person or entity who owns 25% or more of a privately held company. This is required for all businesses listed as “Private”. If a company is publicly traded, a Controlling Officer may be designated for whom personal identifying details may be required to authenticate the request.
- Direct contact details for a Controlling Officer/Program Administrator/Project Stakeholder of the reward program operated by the company.
- Sales forecasts for the prepaid products being issued
- Program/recipient information (e.g. first order date, location of recipients, etc.)
- Program marketing information
- Anti-Fraud Prepaid Banking Requirements
Failure to supply this information will result in the financial institution rejecting your application to issue prepaid cards.

Once submitted, your KYB forms are securely sent to the issuing bank Compliance Team and our reward partners. Any UBO declaration form details & any supporting documentation is distributed by direct upload to the issuing bank Compliance Team only.

Approvals can take some time and timelines depend on the accuracy of and the efficiency with which documents are provided for review.

The following resource outlines country/territory and currency availability for Digital Choice and Virtual Only prepaid products as established by the issuing banks, according to global Anti-Money Laundering ("AML") and/or Counter Terrorist Financing (“CTF”) regulations. Incidence of financial crime, poor regulatory compliance and reputational risk vary depending by jurisdiction. Financial institutions issuing prepaid products are required by regulators to establish a Country Risk Rating ("CRR") methodology for the issuance of prepaid rewards that:
- Identifies a country’s compliance with international AML and/or CTF regulations and standards.
- Ensures regulatory compliance by providing a measure of the financial crime risk of countries where your program participants may live and spend their prepaid rewards.
- Is reviewed on an annual basis for issuance compliance.
Our reward partners are required by issuing banks to enforce the CRRs as provided. They ensure compliance by:
- Encoding prepaid catalogs for compatibility only within approved countries
- Updating catalog compatibility on an annual basis, according to the CRR
- Submitting full Due Diligence "KYB" documentation per reward program
Please be advised that rankings may change at any time, and issuing into prohibited countries would result in cards being blocked and may jeopardize the continued operation of prepaid rewards within your program.

What are the available prepaid options around the world?
MasterCard is the only Prepaid option available in all countries, except India, where Visa will be offered as the only option.
Why do I need to supply such detailed information?
To ensure your prepaid program will not be used for money laundering, international terrorism financing or fraud, global financial institutions now require us to collect the identity information of all clients operating a prepaid rewards program.
Will I, or my company’s officers, be held personally liable for member fraud?
No, you will not be held personally liable for member misuse of prepaid cards. But you are liable for the accuracy of your identity information, reward program description and ownership authenticity.
The last time I launched a prepaid card program I did not need to provide this information. Why now?
These mandatory identity verification laws were created in response to recent international financial fraud incidents and have increased in scope as requirements have been refined by governing bodies.
Is this a Kudos® or a 3rd party requirement?
Neither, the financial institutions issuing the prepaid cards require all service providers to request and verify this information.
